Understanding the importance of a curriculum as a thorough development process for the Permanent Qur’anic Centers Curriculum took place in building the learner’s personality in regards to aspects of human growth (physical, cognitive, emotional, and motor development).

A curriculum development process became essential to encounter the need of a curriculum which sustains modern development, considers the circumstances our boys and girls are living in, regards their actual needs, and brings harmony to the goals system which a society tries to achieve. This was achieved due to a high number of notes and remarks in teachers’ questionnaires.

The Permanent Qur’anic Centers Curriculum includes three levels for males and females. Each level is divided into two semesters. A lot of emphansis is placed on the Holy Qur’an (tilaawa, tafseer, and hifz). The curriculum does not overlook the importance of the various Islamic studies. It contains a group of lessons which enrich the learners’ experiences in Islamic studies topics which concern them.

The second level of the Permanent Qur’anic Centers Curriculum (Part Two) addresses the lessons of tilawa (ritual recitation of Qur’an), tajweed (proper recitation of Qur’an), manners of tilaawa, and hifz (memorizing ayaat) using Soorat Ar-Room, Soorat Luqmaan, Soorat Sajdah, Soorat Al-Ahzab, Soorat Saba’, and Soorat Faater.
Tafseer (commentary and explanation of Qur’an) lessons are covered using Soorat Al-Mujaadilah, Soorat Al-Hashr, Soorat Al-Mumtahanah, Soorat As-Saff, Soorat Al-Jumua, Soorat Al-Munaafiqoon, Soorat Al-Taghaabun, Soorat At-Talaaq, and Soorat Al-Tahreem.
In addition, the book presents topics in aqeedah such as believing in Messengers and Prophets of Allah, and believing in the Divine Books; topics in Fiqh (Islamic jurisprudence) such as provisions of oaths and vows; and topics in Thought and Civilization about the promotion of virtue and prevention of vice, and about provisions of intermixing.
Students will study about the Prophet’s visit to Ta’ef, the Israa’ and Mi’raaj, the Pledge of 'Aqaba, and the migration to Madeenah.
In the Manners section, students will study about manners in Islam, science, and Hadeeth, and about loyalty, piousness, self-judgement, and appreciating blessings.
In Hadeeth, students will study the saying of Prophet Muhammad (s), “Truthfulness leads to Paradise,” and the hadeeth about health and free time.
لقد تم القيام بعملية تطوير شاملة لمناهج المراكز القرآنية الدائمة، إيماناً بأهمية المنهاج في بناء شخصية المتعلم في مجالات النمو (الجسمي، والمعرفي، والوجداني، والأدائي).
وانطلاقا من الحاجة إلى منهاج يتميز بمواكبة تطورات العصر، ويأخذ بمتطلبات الظروف التي يعيشها أبناؤنا وبناتنا، ويراعي حاجاتهم الحقيقية، وينسجم مع منظومة الأهداف التي تسعى الجمعية إلى بلوغها، فإن عملية تطوير المنهاج أصبحت لازمة إذا ما أخذنا بعين الاعتبار عدداً من الملاحظات والتنبيهات الواردة في استبانات للمدرسين.
هذا وتضمن منهاج المراكز القرآنية الدائمة ثلاثة مستويات للذكور والإناث، وتم تقسيم كل مستوى إلى فصلين، وقد توجه جل الاهتمام إلى القرآن الكريم (تلاوةً وتفسيراً وحفظاً)، ولم يُغفل المنهاج أهمية العلوم الشرعية المتنوعة، حيث اشتمل على مجموعة من الدروس، تعمل على إغناء خبرات الطلبة فيما يهمهم من علوم الشريعة.
يتناول المستوى الثاني - الجزء الثاني من منهاج المراكز القرآنية الدائمة التلاوة والتجويد والحفظ لسورة الروم، لقمان، السجدة، الأحزاب، سبأ، وفاطر. والتفسير لسورة المجادلة، الحشر، الممتحنة، الصف، الجمعة، المنافقون، التغابن، الطلاق، والتحريم. بالإضافة إلى الدروس لمواضيع متنوعة في العقيدة مثل الإيمان بالأنبياء والرسل والإيمان بالكتب السماوية، وفي الفقه مثل أحكام اليمين والنذر، وفي الفكر والحضارة يدرس الطالب عن الأمربالمعروف والنهي عن المنكر وعن أحكام الإختلاط، وفي السيرة النبوية الشريفة سيدرس الطالب دعوة الرسول صلى الله عليه وسلم أهل الطائف والإسراء والمعراج وعن بيعة العقبة والهجرة إلى المدينة، وفي موضوع الآداب والأخلاق سيدرس الطالب آداب الإسلام والعلم والحديث وعن الوفاء والتقوى ومحاسبة النفس وشكر النعم، وفي الحديث يدرس الطالب حديث الصدق يهدي إلى الجنه وعن الصحة والفراغ.

IQRA' International Educational Foundation has this revised and expanded edition of very popular textbook. They thoroughly revised the series to cover all major schools of Fiqh, which increases the effectiveness of this book for use, especially in Muslim institutions of the West, where we have students of all madhahib studying, learning and growing up together. However, IQRA' has here fully revised the work to cover other schools of Sunni Fiqh and all 5 schools of Islamic jurisprudence. Sister Lemu has made a great contribution towards the effective dissemination of the knowledge of Islam, especially among the young ones. I recommend this textbook for use in schools. I also recommend it to the older reader who may wish to acquaint himself with the basic teachings of Islamic 'Aqidah and Fiqh.

    The Features and Characteristics of the Textbooks:

    These books were prepared by the International Curricula Organization (ICO) and have certain features, which distinguish them from any other textbooks:

    First: The Technical Features:
    1. The textbooks have been designed in accordance with the international quality standards in all aspects: colors, paper, size, illustration, and printing.
    2. They have been furnished with the appropriate illustrations and pictures which match the students’ educational stage and environment.
    3. The texts have been distributed and organized in a way that makes the text stand out, paying special attention to the font type and size, and the spaces; and colors were chosen carefully to appeal to the target audience.
    Second: The Instructional and Linguistic Features:
    1. Reinforce the proper linguistic basis of the non-Arabic speaking students.
    2. They build the students’ linguistic dictionary according to their environmental needs.
    3. Provide non-Arabic speaking students with a good deal of Islamic vocabulary.
    4. Identify the correct articulation of the different sounds through the study of the Glorious Qur’an.
    5. Enable the students to evade making mistakes when reciting the Glorious Qur’an through employing the rules of the Arabic language.
    6. Provide an integrated curriculum with well-prepared scientific content and vocabulary.
    7. Take into consideration the students’ individual mental differences and their diverse linguistic skills.
    8. Consider the students’ different cultures.
    9. Develop the students’ creativity and mental faculties.
    Third: The Educational Content Features:
    1. Reinforce the principle of forgiveness and the etiquette of disagreement with others.
    2. Develop the spirituality, morality, and values of the students.
    3. Help students have good and balanced personalities.
    4. Develop the students’ pride in their Muslim identity.
    5. Help the caller to Islam to develop a balanced personality that reflects the moderation of Islam.
